Materials testing for a $20 million, two-story courthouse annex that brings four Justice of the Peace courts and the county death investigator under one roof in downtown Midland.
Four Courts, One Building, One Downtown Block
The new Justice of the Peace Courthouse Annex at 300 N. Main Street consolidates several Midland County departments into one centralized location, improving operational efficiency and public access to services. The approximately $20 million project delivers a two-story, 29,000 square foot facility.
The building houses four courtrooms, offices for all four Justices of the Peace and their clerks and staff, and dedicated space for death investigators, medical examiners, and warrant services. Magrym Consulting provided construction materials testing for the project, covering field and laboratory testing of soils, concrete, and masonry.

A Tight Downtown Site With No Room for Rework
Downtown infill construction leaves little space for staging and no tolerance for a foundation or slab that has to be redone. Concrete placements, masonry, and site paving had to be tested as they happened so the contractor could keep the sequence moving on a constrained block.
The county also needed consistent field presence rather than occasional visits. With four courtrooms and county offices relying on the schedule, each placement needed a technician on site and a result back in time to matter.
How Magrym Covered the Work
Consistent field support and coordination from foundations to final paving.
Soils testing
Field density and laboratory testing of subgrade and backfill soils under the foundation, slab, and site paving.
Concrete testing
Sampling and field testing at each placement, with cylinders tested at our AASHTO accredited laboratory in Midland.
Masonry testing
Sampling and testing of masonry materials as the exterior walls were laid, documented by location and date.
Reporting
Quality assurance reports delivered to the contractor and county throughout construction.
